Abstract

Over the two decades post-Revolution, the evolution of juvenile delinquency in Romania was influenced both by the emergence of new "risk" factors, such as: lack of jobs, poverty of the population, increasing families with 'problems' and the number of abandoned children, intensification of destructuring of traditional families, changing family model promoted by society, decresing the role of social institutions involved in the formation of young personality, and as well the ineffective system for reintegrating juvenile offenders, through the abolition of institutions included in this system. In this paper, we intend to make a diagnosis of the phenomenon of juvenile delinquency, in the county Caras-Severin, focused mainly on crimes of theft, and identifying the most effective measures for the prevention of this phenomenon. In this sense, after we make a brief review of the main explanatory paradigm of juvenile delinquency, we first identify criminogenic individual factors, family and relational involved in juvenile delinquency identified in the county Caras-Severin, then based on analyzes and statistical correlations, we establish relations between criminal elements identified, and then finally we try to develop a predictive model of risk factors in committing acts of theft. Based on the findings, we identify several intervention measures that can be applied in the county Caras-Severin, to prevent and reduce juvenile delinquency.
