Abstract

This study starts by questioning the relevance and comparativity of the evaluation data in absence of a universal standard of reference. By analyzing a database with 1.000 indicators collected using the scale 1-5 (within large from 8 countries: USA, Romania, West Germany, Ireland, Bulgaria, Hungary, UK, Netherlands) I suggested a new perspective: evaluation of the data obtained by questionnaires to be considered with reference to the global perspective of the dynamics of the system which is being measured. It is necessary to consider not only each evaluated aspect but also the global context of the system of which it is part. From this perspective, the questionnaire data may show a new facet: they are important indicators of the state of social systems. The SEDA scheme of evaluation (Zamfir, 1980b) provides a way to compensate for the lack of comparative data in the evaluation process. By systematic approach, we can report a particular indicator to all other indicators measured in other systems.
